1. Oversees and provides technical support for infrastructure and capital outlay projects, from project development and budgeting through implementation and monitoring. 2. Evaluates and develops infrastructure proposals based on project scope, technical requirements, cost, site conditions, and implementation readiness. 3. Prepares and reviews BOQs, quantity takeoffs, cost estimates, budgetary requirements, and financial planning documents for infrastructure projects. 4. Develops and utilizes PERT/CPM schedules, Gantt charts, S-curves, and project monitoring tools to track planned versus actual project performance. 5. Reviews technical and procurement-related documents to improve project readiness, compliance, and implementation efficiency. 8. Supports the development and monitoring of multi-year infrastructure programs and capital outlay project pipelines across facilities. 9. Provides technical recommendations on facility rehabilitation, site development, building improvements, utilities, and other infrastructure requirements. 10. Developed and maintained centralized project monitoring and reporting tools to consolidate project status, accomplishments, schedules, and funding information.
