Often yes. Many foreign-owned US LLCs/corps are in scope if they were formed by filing with a US state and don’t meet an exemption. I regularly help overseas owners (UK, EU, Middle East, Asia, etc.) who use US LLCs for Amazon, Stripe, SaaS or holding IP.
