Project Stonecat — credit assessment of US public finance issuers for a bond insurer's underwriting platform. • Authored end-to-end counterparty credit assessments covering issuer profile, financial performance, leverage and liquidity, benchmarking each against a sector peer set to frame the rating rationale. • Built five-year financial spreads and ratio libraries from EMMA disclosures across tax base, top taxpayers, debt schedules and pension/OPEB. • Delivered 269 credits against a target of 110, cutting turnaround by building sector-specific benchmarks and validation checks — cross-footing, prior-year tie-outs and outlier flagging.
