This is the opposite. Search terms grouped into topics, ordered by what you can realistically rank for, and mapped to the page that should target each group.

No, and be careful with anyone who promises that. Rankings depend on your competition, your content and Google's algorithm. What you will know is exactly which keywords are realistically winnable for your site, and in what order to go after them.
What is the difference between a keyword list and a topical map
A keyword list is a spreadsheet. A topical map groups those keywords into connected topics and tells you which page targets which group. One leaves you with homework, the other is a plan you can hand to a writer.
Which tools do you use?
Ahrefs, Semrush and Google Keyword Planner for the data, plus manual SERP checks. Tools give you volume and difficulty, but only a human can read what Google is actually rewarding for a query.
