Yes. Most Apple computers should have it pre-installed, but if not, it's 100% free to download from the App Store!

I've never done anything music before, will this still work for me?
Yes! You don't need any previous music experience to use GarageBand, I work over Zoom calls with my clients to unsure the lesson stays hands-on!
