Usually both, wired so they don't double-count. That's exactly what the Standard package does: GA4 for analysis, Google Ads conversions for bidding.
Can you fix an existing setup instead of rebuilding?
Yes, that's the audit extra: a report of what's broken plus the fixes. I'll tell you honestly if a rebuild is cheaper than a repair.
Do you need admin access?
GTM publish access and GA4 editor. I'll send a checklist after the order, and you keep ownership of every account — nothing is ever created under my accounts.
