I will use brizy pro with a unique API to design your site, it will produce awesome results as you expect. I also use ElementorPro but for this you have to pay me $5 extra. So, I can integrate it with your wordpress website.
What do I need from the client?
The URL/website link is needed from the client to clone the site.

Unfortunately no, But I can outsource it for you and you have to pay me extra depending upon the requirement.

Yes, it will be mobile and tablet optimized also.
Do I need to pay Seperate for Elementor Pro?
Yes, you have to pay extra $5, to get Elementor Pro with 100% working license.
Is Brizy Pro free?
Yes, Brizy Pro is free because I have bought life-time license of it while Elementor Pro don't provide this option. If you want a simple website go for brizy pro otherwise go for Elementor Pro.
